Code of Ordinances

Process of Codification

Once an ordinance is proposed, discussed, read twice (at two separate City Council meetings) and approved upon second reading by City Council, it is officially passed and signed by the mayor and city clerk (see KRS 83A.060). The ordinance is then published and codified. The codification process extracts necessary information and compiles and organizes it in a way that makes it legally presentable in document form. The original is still the "official" ordinance, but the ''chapter and verse'' codified ordinance is what is most commonly referenced.

Recently Published Ordinances

The following Ordinances have been passed and published by the City Council, but have yet to be codified and available for searching online through American Legal Publishing Corporation.

2019-1768 - An Ordinance amending ordinance Number 2018-1753, An ordinance Which adopted the FY 2019 City of Murray, Kentucky annual budget by RESTATING CERTAIN REVENUES AND EXPENDITURES FOR THE CITY OF MURRAY restarting certain revenues and expenditures for the City of Murray operations budget.

2019-1769 - An ordinance amending City of Murray code of ordinances chapter 32 Departments, boards and commissions, specifically §32.51 Planning Commission, membership in order to increase the number of members on the board in order to increase efficiency and better serve the community.

2019-1770 - An ordinance amending City of Murray code of ordinances chapter 32 Departments, Boards, and Commissions, specifically §32.06 Board of Zoning Adjustment Commission, membership, term and vacancy in order to increase the number of members on the board in order to increase efficiency and better serve the community.

2019-1771 - An ordinance of the City of Murray, Kentucky annexing a 20.01 acre tract owned by City West, LLC, located on the east side of Brinn Road and contiguous to the present city limits.

2019-1772 - An ordinance amending ordinance number 794 of the City of Murray code of ordinance so as to zone a 201.1 acre tract of land located on Brinn Road, approximately 2.1 miles north of the intersection of 12th street and Main street,identified as PVA Parcel 041-0-0050, owned by City West, LLC as AG (Agricultural).

2019-1773 - An ordinance enacting and adopting a supplement to the code of ordinances of the City of Murray, Kentucky.

2019-1774 - An ordinance amending City of Murray code of ordinances chapter 92: FIRE PREVENTION, specifically to amend paragraphs, §92.00, §92.01, §92.04, and §92.06 and table 92.06 fee schedule, to clarify terms and to ensure compliance with other ordinance.

2019-1775 - An ordinance amending City of Murray code of ordinances Chapter 115: Solicitors and Peddlers, specifically to include a new subsection §115.06 to establish a pilot program of regulations for mobile food vehicles and pushcarts in the City and to amend §115.02: using streets or public premises; exception; and §115.05: prohibiting solicitation on streets and byways for the purpose of identifying the pilot program as an exception in these respective subsections. This ordinance shall become effective on June 1, 2019.

2019-1776 - An Ordinance adopting the City of Murray, Kentucky annual budget for the period July 1, 2019 through June 30, 2020 for the General fund; Cemetery fund; Alcohol Beverage Control; Municipal Aid Tax fund; E-911 fund; Court Award fund; Local Government Economic Assistance fund; Murray Natural Gas System; Murray Water and Sewer System; Murray Storm Water System; Sanitation, Transfer Station and Central Garage Division; by estimating revenues and appropriating funds for the operation of City Government.

2019-1777 - An ordinance amending City of Murray code of ordinances, §110 general license requirements, specifically §110.10(C) license tax, and §110.15(B) change of location in order to include mobile food vendors and to improve modify, clarify and revise provisions addressing the historic overlay district to better serve the community.

2019-1778 - An ordinance amending City of Murray code of ordinances Chapter 32, Departments, Boards, and Commissions, Specifically, §32.71 (A); cable communication commission, membership, to clarify composition and to ensure compliance with other ordinances.

2019-1779 - An ordinance amending Chapter §156, the City of Murray zoning ordinance specifically §156.100: intent: §156.101: definitions; §156.102(A); §156.102(F); and §156.102(G): procedure and §156.103(E); §156.103(H); §156.103(I) and §156.103(L): required conditions and §156.999(A)(1) penalty in order to update text to include the city's mobile food vendor pilot program, effective June 1, 2019.

2019-1780 - An ordinance amending city of Murray code of ordinances, §110 general license requirements, specifically §110.02 definitions; §110.03 non-residents; §110.05 expiration; §110.08 renewal; §110.10(c) license tax business classification for miscellaneous business; §110.12 taxes to be paid to city; §110.13 exempt businesses; and §110.99 (a)(b)&(c) penalty in order to modify the text to ensure consistency and clarity and in order to recognize the substantial community benefits that result from special events, such as cultural enrichment, economic vitality and the enhancement of community identity and pride, as well as providing opportunity for family activities and non-profit fund-raising. Further this amendment is intended to improve, modify, clarify and streamline the procedure for purchasing a general license for a special event and to improve procedures for enforcement of the general license requirements for special events.

2019-1781 - An ordinance amending city of Murray code of ordinances chapter 95 streets and sidewalks, specifically, §95.01 emptying commercial water onto streets prohibited; §95.02 prohibiting removal of portion of any hard-surfaced street; §95.03 prohibiting deposit of trash or litter on any street; §95.04 opening new streets; §95.05 unlawful to damage or destroy public property along streets; §95.06 street department; §95.07 ice and snow on sidewalks; §95.08 roller-skating on sidewalk; §95.09 riding bicycle on sidewalk; and removing §95.10 bicycle rules on roads; and creating a new subsection "excavations and construction", paragraphs §95.11 prohibiting removal of any hard-surfaced street and encroachment permit requirements; §95.12 unlawful damage or destruction of public property along streets; §95.13 excavation in street; and creating a new paragraph under "road and bridge projects, specifically §95.26 not applicable to emergency repair or replacement; and creating a new subsection "sidewalks", paragraphs §95.30 definitions; §95.31 sidewalk construction; §95.32 defacing, damaging or destroying city sidewalks; §95.33 sidewalk maintenance; §95.34 ice and snow and other obstructions on sidewalks; §95.35 riding bicycle on sidewalk; §95.36 roller-skating and other playing on sidewalk, street or public right-of-way; and creating a new subsection "obstructions", §95.41 unloading on street or sidewalk; §95.42 street and sidewalk obstruction; §95.43 materials on street or sidewalk; §95.44 utilities; §95.45 protection of construction site and creating a new subsection "bicycles", §95.51 bicycle rules on roads; and amending penalty, §95.99 to clarify terms, to repeal sections no longer applicable, and to ensure compliance with other ordinances.

2019-1782 - An ordinance amending City of Murray code of ordinances Chapter 115: solicitors and peddlers, specifically to include necessary language for clarity in §115.02 using streets or public premises; exception; §115.06 mobile food vendor pilot program specifically (A) definitions, paragraph five (5); (C) location of mobile vending, paragraph eleven (11), (D) mobile food vendor permits, paragraph three (3); (E) modification of pilot program; (F) indemnity for benefit of the city & insurance, paragraph two (2) and (G) insurance, paragraphs two (2) and five (5). This ordinance shall be effective as of June 1, 2019.

2019-1783 - An ordinance amending chapter 96: taxation, specifically chapter §96.03 ad valorem tax for the purpose of adopting the annual county assessment for property situated within the city as a basis for ad valorem tax levies.

2019-1784 - An ordinance enacting and adopting a supplement to the code of ordinances of the city of Murray, Kentucky.

2019-1785 - An ordinance accepting three (3) newly constructed streets located in Deer Meadow subdivision, unit 2, specifically: a street being 545 feet in length, having a 50 foot right of way, known as Bambi Lame; a street being 120 feet in length, having a 50 foot right of way and known as North Deer Court and a street being 180 feet in length, having a 50 foot right of way and, known as South Deer Court. Both North Deer Court and South Deer Court are 60 foot radius cul-de-sacs.

2019-1786 - An ordinance accepting three (3) newly constructed streets located in Vintage Hills subdivision, phase II, specifically: a street being 2,023 feet in length and 29 feet wide, having a 50 foot right of way and consisting of two 14.5 foot drive lanes, known as Vintage Hills Drive; a street being 344 feet in length and 29 feet wide, having a 50 foot right of way and consisting of two 14.5 foot drive lanes, known as Cross Cut Drive and a street being 348 feet in length and 29 feet wide, having a 50 foot right of way and consisting of two 14.5 foot drive lanes, known as Wagon Wheel Drive.

2019-1787 - An ordinance amending Chapter 54: storm water utility, specifically Chapter §54.02, paragraphs (D) and (E) for the purpose of updating the stormwater utility fee to adequately accommodate the costs of funding water quality mandates, drainage improvement projects and system rehabilitations.

2019-1788 - An ordinance creating a new Chapter 134, Municipal Appeals Board, in order to adopt and ensure compliance with ordinances of the City of Murray, specifically establishing an Appeals Board where no Appeals Board currently exists for those appeals set forth in ordinances that provide for an appeal upon a final decision by the administrative action of the administrator, department or other city agency.

2019-1789 - An ordinance amending chapter §156, The City of Murray zoning ordinance specifically, §156.004: definitions; §156.014: General Regulations for vehicles; §156.035: residential districts (R-1 & R-2); §156.036 multi-family districts (R-3A, R-4 & R-5); §156.037 Business Districts; §156.038 Professional Office District; §156.039 Industrial District; §156.042 Agricultural District and creating a new subsection, Specifically §156.045 use classification table.

2019-1790 - An ordinance amending City of Murray code of ordinances Chapter 33 Police and Fire Departments, specifically §33.01, §33.02, §33.10, §33.11, §33.12, §33.13, §33.20, §33.21, §33.22, §33.23, §33.24, and §33.25, to clarify terms and to ensure compliance with other ordinances.
