Code of Ordinances

Process of Codification
Once an ordinance is proposed, discussed, read twice (at two separate City Council meetings) and approved upon second reading by City Council, it is officially passed and signed by the mayor and city clerk (see KRS 83A.060). The ordinance is then published and codified. The codification process extracts necessary information and compiles and organizes it in a way that makes it legally presentable in document form. The original is still the "official" ordinance, but the ''chapter and verse'' codified ordinance is what is most commonly referenced.

2016-1687 - An ordinance amending Ordinance Number 2015-1669, an ordinance which adopted the 2015-2016 City of Murray, Kentucky annual budget by restating certain revenues and expenditures for the City of Murray Operations Budget.
2016-1688 - An ordinance amending The City of Murray Code of Ordinances, Chapter 40, Subsections 40.01, 40.35, 40.38 and 40.39 in order to bring Chapter 40 into compliance with other ordinances and to revise provisions addressing zoning ordinance violations.
2016-1689 - An ordinance amending City of Murray Code of Ordinances, 71 Licensing, specifically 71.99 Penalties and Violations to amend the late fee charged for purchasing a license after the due date and for purchasing a license upon receipt of a notice of violation.
2016-1690 - An ordinance amending City of Murray Code of Ordinances, 110 Business Regulations, specifically 110.02 Definitions to amend the definition of "Business" and "Vendor of Unoccupied Location" and to add a new definition for "Booth Space" and to amend 110.07 Application to include requirements to produce specific information regarding the business in order to determine whether the license shall be granted and, if so, the appropriate business rate and to amend 110.10 License Tax to amend subsections "A", "B" and "C" to provide a clear understanding of the business rates and to include the amounts charged for rental property, leasing and booth space and to include requirements which must be met for owner's of businesses which house and/or rent to other businesses to obtain a business license and to amend 110.99 Penalty to include the penalty for non-compliance.
2016-1691 - An ordinance amending Ordinance Number 2015-1669, and ordinance which adopted the FY 2015-2016 City of Murray, Kentucky Annual Budget by restating certain revenues and expenditures for the City of Murray Operations Budget.
2016-1692 - An ordinance amending Chapter 156 (Zoning Code), specifically 156.075, 156.078 and 156.999(A) of the City of Murray Code of Ordinances in order to clarify and improve the zoning enforcement process by the Code Enforcement Officer and the Code Enforcement Board.
2016-1693 - An ordinance enacting and adopting a supplement to the Code of Ordinances of the City of Murray, Kentucky.
2016-1694 - An ordinance amending Ordinance Number 794 of the City of Murray Code of Ordinances so as to re-zone the properties located at 1107, 1109 and 1111 Vine Street, including 1104 Mulberry Street, owned by Paul Garland and wife, Vickie Garland, from R-2 (Single Family Residential) to B-4 (Medium Density Business).
2016-1695 - An ordinance amending Chapter 96 Taxation to create a new section entitled 96.05 "Tax Moratoriums for the Historic Overlay District" which establishes property assessment and reassessment moratoriums for the Historic Overlay District in the City of Murray.
2016-1696 - An ordinance amending Ordinance Number 794 of the City of Murray Code of Ordinances so as to re-zone the property located at 1806 North 4th Street (including the portion of right-of-way to the center line of North 4th Street) from R-2 (Residential) and Agriculture to B-2 (Highway Business), Industrial and Agriculture zoning districts.
2016-1697 - An ordinance amending Chapter 156 (Zoning Code), specifically 156.103(A),(B),(D),(E),(F) and (H) required conditions of the City of Murray Code of Ordinances in order to clarify the required conditions for Transient Business Regulations.
2016-1698 - An ordinance amending Ordinance Number 2015-1669 which adopted the 2015-2016 City of Murray, Kentucky annual budget by restating certain revenues and expenditures for the City of Murray operations budget.
2016-1699 - An ordinance amending the City of Murray Code of Ordinances, Chapter 50 General Provisions, Utility Customer Service, specifically 50.02 (A) deposits in order to provide for a minimum water deposit for mobile homes, rental dwellings, and apartments.
2016-1700 - An ordinance amending the City of Murray Code of Ordinances 52.09 Subsection (B) and Subsection (D) being an ordinance defining the schedule of rates charged to users of the wastewater treatment system based on the user's respective volume of metered water consumption.
2016-1701 - An ordinance amending Section 53.02 water rates and tap-on fees of the City of Murray Code of Ordinances, specifically Subsections (C) and (E) as it relates to certain water rates.
2016-1702 - An ordinance amending the City of Murray Code of Ordinances, Chapter 53, specifically 53.19 (B) Private Fire Service, in order to increase the yearly rates charged for fire hydrants and sprinkler heads.
2016-1703 - An ordinance amending the City of Murray Code of Ordinances, Chapter 50 General Provisions, Utility Customer Service, specifically 50.07 loss of water or gas on customer's premises.
2016-1704 - An ordinance amending Ordinance Number 2015-1669 which adopted the 2015-2016 City of Murray, Kentucky annual budget by restating certain revenues and expenditures for the City of Murray operations budget.
2016-1705 - An ordinance adopting the City of Murray, Kentucky, annual budget for the period July 1, 2016 through June 3, 2017, for the General Fund; Cemetery Fund; Alcoholic Beverage Control; Municipal Aid Tax Fund; E-911 Fund; Court Award Fund; Local Government Economic Assistance Fund; Murray Natural Gas System; Murray Water and Sewer System; Murray Storm Water System; Sanitation, Transfer Station and Central Garage Division; by estimating revenues and appropriating funds for the operations of City Government.
2016-1706 - An ordinance amending the City of Murray Code of Ordinances, 52 Sewers, specifically 52.05(E)(5)(a) Use of Public Sewer to amend local limits of pollutants in the Murray Wastewater System in order to adequately protect water quality, wastewater treatment plan operations and sludge quality for the wastewater treatment plant.
2016-1707 - An ordinance amending Ordinance Number 794 of the City of Murray Code Ordinances so as to re-zone the property located at 223 North LP Miller Street owned by Kenneth Suiter and wife, Nancy Suiter and a portion of the right-of-way as shown on the attached plat from R-5 (Residential) to B-3 (Central Business District).
2016-1708 - An ordinance amending Ordinance Number 216-1705 which adopted the 216-2017 City of Murray, Kentucky annual budget by restating certain revenues and expenditures for the City of Murray operations budget.
2016-1709 - An ordinance accepting a street, consisting of 1.061 acres, known as Tommye D. Drive, located in Taylor Court Subdivision, for maintenance purposes.
2016-1710 - An ordinance amending Ordinance Number 794, Chapter 156 - Amendments of the City of Murray Code of Ordinances so as to amend text contained in 156.060, 156.061, 156.062, 156.063, 156.064, 156-065, and 156.066, to adopt the alternative regulations for zoning map amendment procedures as outlined in KRS 100.2111 and to provide for a six-month time period to reapply after denial; and to require the entire city council to adopt the amendment to override the recommendation. Said amendments are appropriate in order to reduce the map amendment process time for the applicant; decrease items on the city council agenda; and reduce costs for additional ordinance notices while still allowing the city council the option to review map amendments and make the final decision.
2016-1711 - An ordinance authorizing the issuance by the City of Murray, Kentucky (the "Issuer") of Hospital Facilities Revenue Refunding Bonds (Murray-Calloway County Public Hospital Corporation), Series 2016 in an aggregate principal amount not to exceed $25,000,000 in order t provide funds to make a loan to Murray-Calloway County Public Hospital Corporation to refund the Issuer's outstanding Hospital Facilities Revenue Bonds (Murray-Calloway County Public Hospital Corporation Project), Series 2007 (the "Prior Bonds") which financed the acquisition, construction, installation and equipping of health care and health related facilities that are owned and operated by the Borrower and constitute and "industrial building", as defined in Section 103.200 of the Kentucky Revised Statutes, within the boundaries of the Issuer and the execution and delivery of the agreements and instruments hereinafter identified.
2016-1712 - An ordinance accepting a new street, being 32 feet in width and approximately 610 feet in length, having a dedicated right-of-way of 35 feet in width, known as Keepers Way, constructed to connect Rickman Way at the Bee Creek Soccer Complex to existing public ingress/egress easements to North 12th Street, for maintenance purposes.
2016-1713 - An ordinance amending Chapter 96: Taxation, specifically Chapter 96.03 Ad Valorem Tax for the purpose of adopting the annual county assessment for property situated within the City as a basis for ad valorem tax levies.
2016-1714 - An ordinance amending Ordinance Number 2016-1705, an ordinance which adopted the FY 2017 City of Murray, Kentucky Annual Budget by restating certain revenues and expenditures for the City of Murray Operations Budget.
2016-1715 - An ordinance amending the City of Murray Code of Ordinances, Chapter 40, all subsections, in order to bring Chapter 40 into compliance with Kentucky General Assembly House Bill 422, signed into law on April 9, 2016.
2016-1716 - An ordinance amending Ordinance Number 2016-1705 which adopted the 2016-2017 City of Murray, Kentucky annual budget by restating certain revenues and expenditures for the City of Murray Operations Budget.

2016-1719 - An ordinance amending City of Murray Code of Ordinances, 118 Alcoholic Beverage Control, specifically 118.075 (A), (B), and (C) in order to include Sunday hours for sale and delivery under these sections.
